‘Winner-takes-all’ process to be applied in 2015 elections

In the forthcoming 2015 general elections, the First Past the Post (FPTP) electoral system is going to be implemented, announced U Tin Aye, chairman of the Union Election Commission (UEC), as he addressed president U Thein Sein and political parties’ members at a meeting held on May 18, in Rangoon Division.



Concurrently, the FPTP voting method will be applied for Pyithu Hluttaw, Amyotha Hluttaw, Regional Hluttaw, and State Hlutaw.

“Now, at Amyotha Hluttaw, it is the time for discussion on the PR (proportional representation) matter. I already said that if such a matter is not prescribed until April 15 – 20 or the last week of April, the winner-takes-all system will be used. I have talked about this since 2013,” said U Tin Aye.

According to the UEC, after the report on ethnic group populations in respective divisions and states released was by the Ministry of Immigration and Population, they’ve asserted that for 0.1% of the ethnic group population, as a Hluttaw [parliament] representative, he or she would represent [for its ethnic group] in assigned constituency.

More than 100 representatives were in attendance at the meeting in Rangoon, including the president, chairman of UEC, union ministers and seventy-one parties.

At the meeting, President U Thein Sein said that the 2015 general election is the core political issue for Burma. Thus, he hoped all parties would contest in the elections.

“Everyone has the responsibility to reflect [voting time] for the public’s true wishes. Our government will also carry out, at its best, using administrating methods for the elections to be free and fair,” said the President U Thein Sein.

Although most opposition parties want this FTPT voting system, some parties with close contact with the government want a proportional representation (PR) voting system and are still working hard to be able prescribe such [PR] voting system at Hluttaw.
